Open source e parser

The newest addition to the download page on www1647.org is an e
parser prototype which is being developed by Cristian Amitroaie
and Adrian Simionescu. This parser is provided open source under
a BSD license.

It is hoped that the parser can be further developed by interested
members of the community as an informal reference implementation.
Needless to say, the code is not and can not become part of the
draft standard.
