Bylaws revision; DAC

Dear all,

As promised, I've prepared a draft of the bylaws that follow the
DASC model procedures quite closely. This should simplify the
approval process by DASC.

Doing that, I don't feel we sacrificed anything compared to the
current bylaws. Please take a look at the draft and send your
comments to the list.

The plan is to ballot on the revised bylaws after the elections for
Chair are done.

Finally, those who will be attending DAC next week, please keep in
mind the informal BoF gathering for this working group at 6:30 PM
on Wednesday June 9. The room number should be posted on the message
board by the conference registration by Wednesday morning.
