As for the list of pending technical issues, here is what I gathered
from the various task forces - please see if there is anything missing:

- add an introduction chapter with technical summary
- document load order and visibility
- parsing infrastructure
- document the reflection API (optionally)
- document method extension principals
- review of the constraints chapter (to remove implementation 
dependency)
- review of the TCMs chapter and related matter
- review of the temporals chapters
- review of the library chapters
- review of the macro expansion chapter

The intention is to focus on delivering these inputs by June 1st and
delay everything else to the second revision of the standard. If you
spot something that needs to be included in the list, please let me
know asap.
