New documents for your consideration

Dear all,

I've updated the web site with two new documents that require
your attention:

- A new version of the units chapter, in its new reduced form.
  The new chapter is posted under downloads/draft 0.3 page (new)
  along with the updated var_actions chapter. Here is a direct

- A proposal for resolving the load order of e files, written
  by Matan Vax. This can be found in the drop box zone. Here

  This is of particular interest to the AOP and BL task forces.

This also entailed some restructuring of the download section.
