New clauses for revision 0.3

I've just posted the following new clauses for revision 0.3 of the LRM.
Please review for accuracy and note the few open issues marked in red.
Feedback is best provided through the issue tracking systems.

(14) checking and error handling
(15) methods
(20) preprocessor directives
(21) importing e files
(22) encapsulation
