   I added the version "Draft 1.1" to the issue tracking system
"Issue Add" web page "Version" menu.  Please choose "Draft 1.1"
for each of the issues that you report while reviewing the name
spaces and encapsulation documents, as well as the subsequent
messaging, method ports, sequences and reflection documents.
We will use "Draft 1.x" to refer to each of the draft 1647-2008
LRM sections.
